Hattie was the oldest child of English immigrants William Tranter and (Mary) Isabella Rumbold Tranter. Her father, a carpenter, died when she was a young girl, leaving her mother to rear five children. Isabella attempted to support the family as a grocer and then dressmaker, but the family struggled financially.

In about 1893, Hattie married Joseph F Plunkett, the son of Irish immigrants. Their first child, a daughter named for her mother, was born in 1894, but little Bella died only days before their second child, another daughter named Ethel, was born in April 1896. Daughters Gertrude, Mary Agnes, and Harriet Grace (or "Grace") followed in 1898, 1900, and 1903, respectively. Hattie's and Joseph's only son was born in October of 1905 but died 3 months shy of his second birthday on 4 July 1907. The next July (1908), their daughter Irene Theresa was born.

However, Hattie who'd lived her life in the tenements of Brooklyn, contracted pneumonia soon after Irene's birth. Coupled with her asthma, Hattie succumbed to her illness and died on Thursday, 24 September 1908, at the young age of 36.

After Hattie's death, Joseph gave infant Irene to his sister and brother-in-law, Kate and John F Jackson, to rear and eventually adopt as their own child while he struggled to provide for the older girls.
